Kentucky State Police makes arrest in Bell Co. burglary

A Pineville man was arrested on Thursday after police say he was in possession of stolen tools. James Lay, 42, of Frakes, was arrested by troopers with Kentucky State Police and charged with theft by unlawful taking ($10,000 or more).
According to the press release, KSP Post 10, Harlan received a call from Contract Highwall Mining in Middlesboro about a theft. The company stated they had several different types of tools taken from a job site in Middlesboro. Troopers Don Perry and Keith Baker responded and began the investigation.
The release states through their investigation, troopers discovered information that led them to the residence of Lay. Upon arriving at Lay’s residence, they located several items that were stolen from the mine site. After further search of the residence, troopers located approximately $30,000 worth of tools that were taken.
Lay was arrested and lodged in the Bell County Detention Center and held on a $500 cash bond. An active warrant was also served on Lay for receiving stolen property (under $500).
The case is still under investigation by Perry.
