Man faces drug charges after demanded ride through tunnel

A 26-year-old Middlesboro man faces a several charges after authorities say he walked to the Cumberland Gap Tunnel and demanded a ride through it.

Billy Ray Lowe remains in the Bell County Detention Center and is charged with possession of a controlled substance first degree, first offense, methamphetamine; buying/possession drug paraphernalia; and public intoxication controlled substance.

He was also served with an outstanding failure to appear warrant.

Middlesboro Police Officer Chris Barnes was dispatched Tuesday evening to the tunnel after Lowe showed up on site. According to the police report, Lowe stated that he did not want to give his name because he had outstanding warrants.

Barnes stated in the citation that he made contact with Lowe as he was walking northbound on Highway 25E and “talking out of his head.”

Barnes asked Lowe what day it was, and Barnes said Lowe responded that he thought it was December 2018.
