The Bell County Fiscal Court discussed funds the county received for a housing project for Bell Whitley Community Action Agency during a regular meeting on Tuesday. The developer of the project is Kentucky Highlands Development Corporation.

The housing project is being developed in Middlesboro.

As the agenda states, Kentucky Highlands publicly bid the site work and hardscape development two times, and the only bidder was Green Construction. Bo Green of Green Construction is a member of the Kentucky Highlands board.

Green disclosed his firm’s involvement and has continually abstained from any involvement the Highlands board may have with the project.

The purpose of this item was to publicly disclose the participation of Green Construction in the project. Bell County Attorney Neil Ward has reviewed Green’s involvement and stated that there has been no violation of the state or local law.

CBG, Kentucky Housings and Fahe are the three agencies involved in the project.

“It’s a multi-housing unit — middle and low income. It will be a really nice compliment to the city. Having Community Action involved in it, you have a lot more control with keeping drugs and some of the ills that can come with public housing,” said Judge Executive Albey Brock.

Another agenda item of note included the presentation and first reading of the proposed 2018-19 Bell County Fiscal Court budget. The proposal of the budget included that all county employees would be receiving a 25 cent raise come the first pay period of July.

“We’re proud we’re able to do that, it’s been several years since we’ve been able to give them any kind of a raise,” said Brock.
